Nahad Management Consultancy DMCC considering the anticipated growth of fuel storage in the Fujairah region, intends to build a state of the art Terminal
for Oil storage tank farms, Petrochemicals and LNG facility in a strategic plot area of 462,000 m² in the emirates of Fujairah, United Arab Emirates.


The Client intends to construct the proposed facility in three phases. The overall proposed Geometric
storage capacity shall be approximately 1,548,900 m³ (excluding the area allocated for LNG facility).
The various phase of implementation of the facility is described as follows;

a) Phase I – This phase of the Project shall be implemented in two stages.
Phase 1A: Oil Storage Tank Farm (Tank Farm 1 & 2) – Consists of 28 tanks of a total
capacity of approximately 724,000 m³ and support facilities.
Phase 1B: Petrochemical storage facility (Tank Farm 3) – Consists of 9 tanks, constituting
total capacity of approximately 61,900 m³ and support facilities; and

b) Phase II – Oil Storage Tank Farm (Tank Farm 4A & 4B) Consist of 8 tanks of a total capacity of
approximately 763,100 m³.

c) Phase III – LNG storage terminal and liquefaction plant.


This report illustrates the conceptual plan of Client of the facility planned to setup at the proposed plot
for obtaining the consensus from Authority and from all stake holders of the projects, and for the
execution of Conceptual Design which shall eventually forms the guide for further Front End
Engineering Works and other stages of the project.


In addition to the proposed private jetty/berthing facility through which products shall be shiploaded/
unloaded, the facility shall also be connected to the Port of Fujairah facility to allow for
further flexibility on product movement and transfer.

Products handled

- PHASE-IA, Tank farm 1 & 2; Oil storage tank farm shall be handling and storing Class I,
II & III products such as Jet fuel, Fuel oil, Naphtha, Gas Oil, Gasoline and Condensate.
The stored products may further be treated to ensure that they meet with the customer’s
requirement / specification. The stored products may be exported or sold locally.

- PHASE-IB, Tank farm 3; Petrochemical product storage tank and associated facility
shall be handling and storing Class I, II & III products such as Base oil, Fuel Oil, Bitumen,
Solvent and White oil. The stored products may further be treated to ensure that they
meet with the customer’s requirement / specification. The stored products may be
exported or sold locally.

- PHASE-II, Tank farm 4A & 4B; Oil storage tank farm shall be handling and storing Class
I products mainly Crude oil. The stored products may further be treated to ensure that
they meet with the customer’s requirement / specification. The stored products may be
exported or sold locally.

- PHASE-III LNG facility is intended for LNG storage in cryogenic storage tanks. A
liquefaction plant is also proposed in the facility.

Parcel Size

Considering the Port facilities and the vessels, the cargo size expected to handle by this terminal
for various products are described below
o For White oil shall be in the range of 40,000 – 90,000 DWT.
o For Fuel Oil shall be in the range of 40,000 – 120,000 DWT.
o For Crude oil shall be up to 300,000 DWT. (VLCC).
o Petrochemicals 2000 – 15,000 DWT.
o LNG carrier of 87,500 m³.

Product Storage Facility

The proposed Storage Tanks Farms in the facility is as follows
- PHASE-IA – Tank farm 1 & 2; Oil storage tank farm shall consist of 28 tanks of with total
capacity 724,000 m³ in total area of 100,896 m².

- PHASE-IB – Tank farm 3; Petrochemical product storage tank shall consist of 9 tanks of
with total capacity 61,900 m³ in total area of 8,014 m².

- PHASE-II – Tank farm 4A & 4B; Oil storage tank farm shall consist of 8 tanks of with
total capacity 763,100 m³. in total area of 110,986 m².

- PHASE-III – The rest of the area in the plot shall be used for future expansion including
proposed LNG facility in total area of 146,535 m².

Product Pumping Facilities

Tank farms shall have pumping facilities and manifolds are proposed to enable product transfers
listed below;
• Inter-tank Transfer.
• Unloading of products from Ship to Tanks
• Loading of products from tank farm to Ship.
• Loading from tank farm to tankers.
• Unloading from tankers to tank farm.
• To/from Storage tanks to drum filling facility for petrochemicals.


The black oil and white oil products shall be receive and transferred to and from adjacent
terminals through pipelines connected to the piping manifold (matrix manifolds, MM1 & MM2) at
the breakwater berths, OT1 and OT2 owned and operated by the Port Of Fujairah. The product
shall be transferred from the above mentioned matrix Manifolds through jetty pipelines to Storage
Tanks and vice versa.
New jetty is proposed for the handling of LNG and petrochemicals in the absence of POF facilities.

Tanker Loading System

Loading/unloading facility for road tankers with top/bottom loading facility, and dedicated metering
system for both white and black oil products.

Drum Filling /Decanting System

Drum filling facility for Petrochemicals for road/container transfer with manual loading of drums
with automatic filling machine.

LNG facility

LNG received vide pipelines is planned to be stored in cryogenic double integrity storage tanks
with dedicated liquefaction plant.


The proposed facility shall have the required supporting utilities to facilitate intended storage and

The proposed Storage Terminal shall have below additional facilities:

The utilities mainly related to storage tank farms are described; however the proposed LNG in
phase-III shall be addressed in advanced stages of the project.

Hot Oil System

Hot Oil System is proposed to generate hot oil to heat tanks for Heavy Fuel Oil / Fuel Oil / Bitumen
at required temperature, Individual tank shall be provided with temperature control system. The
Hot Oil System shall be designed to cater for the heating duty requirement for the worst case
scenario. The hot oil unit will consist of fired heater, hot oil circulation pumps, expansion vessel
and hot oil drain vessel. The drain vessel is also to be used as the hot oil make-up vessel.


All the Jetty/dock lines are proposed to be piggable lines. Each dock line shall have a pig
launcher/receiver at the end of these lines. Pigging medium for these dock lines shall be product,
nitrogen along with service water for cleaning.

Compressed Air System

The compressed air system proposed to cater for the instrument air & plant air requirements of the
facility. Compressed air generated will be collected in the plant air receiver and routed to the air
dryer package & to the plant air distribution network. The instrument air generated by the dryer
package shall be connected to the instrument air receiver & distribution header for further

Nitrogen Generation System/Inert Gas System Nitrogen generation system proposed to produce nitrogen for pigging operation as a pigging
medium/pig propellant. Nitrogen supply headers shall be laid across the terminal to supply
nitrogen for pigging operation. Nitrogen header shall be routed to jetty also for pigging operation.
Nitrogen shall also be used for inerting of Petrochemical/LNG tanks and as well for tanker/drum
filling facilities.

Blending Facility

Integrated in-line blending system is proposed for mixing high viscous fuel oils to achieve a
finished product of closely defined viscosity. Sufficient automation with ratio control to improve
flexibility, limit potential errors and time efficient productions of finished products. In-tank blending
system is proposed for white oils.

Slop / OWS / Open / Closed Drain System

Pure products like slops from tanks, from TSV/PSV discharges, PLR drains, pipelines is proposed
to be collected in underground dedicated slop oil tanks. Open contaminated drains shall be routed
to dedicated collection pit and further transported out of the terminal vide collection tankers.

Service Water System

The Service Water proposed shall be collected in Service water tank. The stored water shall be
pumped across the facility through the service water distribution network.

Drainage System

The terminal is proposed to have a dedicated drainage system to collect all surface water
discharge from clean areas of the terminal (not contaminated). This system will comprise of
surface water drains, trenches and natural water courses that will direct collected drains to an
ultimate discharge point.

Instrumentation & Control System

The Instrumentation & Control System Design for the Project shall be focused on providing a
reliable, economical and a safe system to provide Control, Monitoring and Terminal Inventory
Management via PLC based Central Control System (CCS) and other sub systems. The following

Electrical System

The power for terminal is anticipated to be supplied by FEC or Federal Electricity and Water
Authority (FEWA), through a 33kV substation (nearby to the terminal). The terminal shall be
equipped with 33kV insulated switchgear to receive the 33kV electricity supply. Power will be
further stepped down to low voltage through step down transformers to cater electrical supply for
